Why standard cleaning is not enough for a medical facility
According to the CDC, approximately one in 31 hospital patients contracts a healthcare-associated infection on any given day, and outpatient settings — dental offices, dialysis centers, ambulatory surgical units — carry meaningful infection risk of their own. South Florida's heat and humidity compound the problem: bioburden accumulates faster on surfaces, in HVAC handlers and inside soft furnishings than in drier climates. A surface that "looks clean" can carry a viable microbial load orders of magnitude above the threshold that hospital infection-prevention committees consider acceptable.
Standard janitorial cleaning is designed for visual cleanliness. High-level disinfection is designed for biological proof. The Spaulding classification — the framework used by every accredited US hospital — defines critical and semi-critical patient-contact items as requiring high-level disinfection, not surface wiping. When that same logic is applied to the rooms where patients are examined, treated and recover, the gap between "the office was cleaned last night" and "the office is safe to receive a immunocompromised patient this morning" becomes visible.

What our healthcare disinfection protocol includes
Facility Risk Assessment
Walk-through with the practice owner or facility manager. We map patient-contact zones, identify high-touch surfaces, review HVAC layout, document soft furnishings and existing cleaning protocols, and discuss accreditation requirements (Joint Commission, AAAHC, CMS, state of Florida specifics).
Custom Cycle Design
Based on the assessment, we calibrate the disinfection cycle: dwell time, dose, sequence of rooms, ventilation pause, re-entry timing. The Medibios system measures room volume and adjusts micro-nebulization output automatically. No two facilities receive an identical cycle.
Pre-Cycle Surface Hygiene Baseline
Before the cycle starts, we swab critical surfaces — exam tables, dental chair handles, doorknobs, reception counter, restroom faucets — with a 3M Clean-Trace luminometer. The pre-cycle RLU reading establishes a documented baseline.
Hydrogen Peroxide Micro-Nebulization
The Medibios device disperses a calibrated mist of Evolyse Strong, a CE Class IIa · FDA-listed hydrogen peroxide disinfectant. The micro-droplets remain suspended long enough to reach every surface — including ceilings, the underside of furniture, ductwork registers and the inside of cabinets — then break down into water and oxygen. No residue, no chemical bonding, no surface damage.
Post-Cycle RODAC & ATP Verification
The same critical surfaces are re-swabbed. Target: RLU readings below the clinical threshold of 10. If a surface fails, that area is re-treated immediately. The post-cycle reading is logged.
Compliance Documentation
You receive an auditable dossier: pre/post RODAC culture results and ATP readings, product lot numbers, FDA registration references, operator signature, cycle parameters and a timestamped log. For healthcare facilities, Amil Care Corp USA issues a formal FDA-valid Disinfection Certificate on Blanc Estates' behalf. Subscription clients receive a consolidated quarterly compliance report formatted for direct inclusion in accreditation files.
The technology, in plain language
We use the Medibios system from Amil Care Corp USA — a micro-nebulization device that aerosolizes a calibrated hydrogen peroxide solution into droplets small enough to behave like a gas. The active ingredient is hydrogen peroxide (H₂O₂), the same molecule the human body produces during normal immune response. After the reaction, it breaks down into water and oxygen.
The system is classified as a Class I medical device by the US FDA. The disinfectant solution (Evolyse Strong) carries CE Class IIa classification (CE 0426 · Certificate n° 329-01-00-DM) and is Registered and Listed by the FDA as Medical Device Class I. The Medibios system uses patented dry-mist micro-nebulization (US Patent 9,662,671 B2) that releases hydrogen peroxide particles between <1 and 5 micrometers — significantly finer than conventional fogging methods (10–50 µm). Independent validation studies have documented 100% kill rate on biological indicators (Mario Negri Institute, Milan) and 91.6% bacteria reduction in operating rooms (Jackson Memorial Hospital, Miami).

Operating in a regulated environment
Both the Medibios device and the Evolyse Strong disinfectant are FDA Class I medical devices. To deploy them inside hospitals, surgical centers and other federally regulated healthcare settings, the operator must be certified or authorized under the manufacturer's federal credentials.
Blanc Estates operates these interventions in partnership with Amil Care Corp USA, the manufacturer of the system, headquartered in Hialeah, Florida. Marco Nicolini served as Amil Care distributor in the Dominican Republic for four years; Ing. Julio García Puerto served as Amil Care Exclusive Representative in the Dominican Republic — both relationships are documented and pre-existing. Healthcare-facility operations are conducted as the authorized field operator under Amil Care's federal authorization.
This is the same legal model a registered investment advisor uses when securities are offered through a member broker-dealer: the credibility signal sits with the manufacturer, the operator executes. It is also the reason a clinic owner does not have to take our word for it — the authorization is the manufacturer's, and it is verifiable.

Ing. Julio García Puerto, Co-Founder and Operations Director of Blanc Estates, has spent 35 years in hospital biosafety across the Dominican Republic. He is the co-author of 14 official preventive maintenance and biosafety manuals for medical equipment (INFOTEP, ITLA, CERSS, Dominican Republic Ministry of Health), an ATP testing specialist with 3M Clean-Trace instrumentation, and the former Exclusive Representative of Amil Care Corp in the Dominican Republic and Technical-Commercial Advisor for Medisystem. He designed disinfection protocols for Baxter Colleague III infusion pumps, hemodialysis units, ventilators, ambulances, enteral and parenteral nutrition compounding centers, surgical theaters, ICUs and emergency departments.
